This is sensible.
I recommend agreeing the basics that Baelon has posted in the OOC thread and then voting on a few contentious topics.
Suggestions (but not mandatory, PCs are free to make up their own minds):
Tullison - Theomore Tullison unless Dunstan returns [I've posted Dunstan's recommendations in Tullison's private forum]
Kytley - Jamys Rivers [I'll case these votes if needed]
Coldbrook - Daveth Coldbrook as heir
Marstens - Lady Corrine Marsten [but Benedict can sub in places if desired by Marstens]
Bartheld - Lord Davain Bartheld unless his aide Nathaniel is sent in his place
Dulver - Septon Arlyn to represent the Seven, failing that Ser Walton Dulver as heir
Longshore - Yoren Longshore as heir

On Theomore, I should note:
That's formally being kicked to Riverrun on Ironrod's say so (IC posts from PC revealing this coming soon), but will dampen his influence and bolster his Lordly uncle's influence on decisions (Lord Tullison's opinion is in the Tullison forum).

Worst case in Dunstan's continued absence and other players (IC justifiably) rejecting Theomore:
- I vote for Dunstan with some subtle influence from Theomore to allow player input and keep disputes (and merited punishment/suspicion!) IC. That balance's Theomore's intrigue abilities with his crimes and Dunstan's superior influence. I'll allow a sliding scale on Theomore's rolls to influence his lord's base opinion. It will reassure the other players to know that Dunstan's player at least bought off his Naive drawback.

Would be Dunstan voting, but Theomore the player the one that handles Tullison position, more or less.
Theomore the character might very well have the good sense to sit there brooding and make people guess what he's up to.
