Arresting someone is a perfect example of what is known as a performative utterance - it is even used as an example of such on wikipedia.
The defining feature of a performative utterance is that it is an action performed merely by the use of words.
You know, this isn't so bad, really. If Yoren can claim he didn't really mean to arrest Gwyn, then I can do the same regarding Athelstan - and cite this case as precedent.
Huzzah, the dilemma is now a trilemma. Even if Yoren chooses not to choose it all works for me.

So you just meant to do harm to Athelstan then, since you never meant to arrest him?
That would have consequences after all, at least it's not as easy either to just say I walk with no problems.

Iron fist of narratorly discipline incoming on this via an IC post from Ironrod soon. A small influence hit likely (some consequences merited) and it will aid the Drakeson defence in Riverrun, but let that be an end to it.

Bullshit on the Drakeson accusations? Seems legitimate IC and various NPCs will interpret events differently.

Gwyn for showing that not all confrontations need to involve swords. A bit of IC enmity is important for flavour, as long as it stay IC. Conflict is the essence of drama.

Hehe, ok, rather than get into a 'he said she said' thing...now that Yoren has finally just straight up accused Gwyn of lying, the only thing she can do now is to haul out some witnesses. So I'll just wait for Reader's post now, in the interests of keeping things from mushroomsploding.

Fuller explanation via a link when I get home. Baelon (as Symon Kytley in a previous game) wrote an excellent guide.
Basically charge (part of the jousting rules) inflicts -1D, animal handling lends bonus dice when mounted = lots of rolled dice, fewer kept dice.
