Actually it was not, mercenaries of the same quality and number would have cost 2,000 golden dragons or a bit more.

According to book:

Mercenary Trained unit = 3 Wealth + Power cost
x3 units 9 wealth. 1 wealth = 200 gold dragonsx9 = 1800 wealth

Our offer was lower and we basically paid the power to create, explain how it was to expensive?

Instead of we can't afford 3 units maybe 2 or 1.

I think it was a fair price of 1200 gold dragons for 3 units.
